Gram, the lower the hunger figure the better, they get sick at 100 so 1 is perfect.
Regarding the running in circles, if you can access the cats menu you can try popping it into low prim and back again to do this touch the cat to bring up its blue menu, hit prims then low prim then 2D cat, once it has changed the menu will reappar and hit low prim off.
If you can't access its menu then you need to file a ticket at the support page on this site, button next to forum one at the top of the page, you'll need the cats ID which you can get from its pedigree page here on the site.
For your range you can set to parcel, wouldn't recommend this if you are sim edge though, failing that a range that keeps him within your parcel will stop him getting auto returned, when you set range in m a red circle of dots appear to show how far he will go.

How many dishes do you have rezzed and are you clicking them to see the amount or looking visually at them?
If the cats are eating there must be a bowl thats going down rezzed somewhere.
